In the USA the Office of Energy Efficiency and Renewable Energy (EERE) is probable your best first port of call. EERE is engaged in many strategies to increase the use of renewable energy and improve the required technology. Here is its State-based renewable energy grant database
The EERE's efforts are significant. In 2004 EERE awarded $506 Million in financial assistance. Today this figure is MUCH bigger. It is not involved in individual incentives but you can access a comprehensive US solar grants federal database here, called the Database of State Incentives for Renewables & Efficiency (DSIRE) . "
